ISLAMABAD: Pakistan has formally reopened offshore oil and gas exploration after nearly 20 years, with the signing of 23 production-sharing agreements and exploration licenses for blocks awarded under the Offshore Bid Round 2025, marking a renewed push to attract investment in the country&rsquo;s offshore energy sector, according to an official statement on Wednesday.&nbsp; The awarded blocks are located in the Indus and Makran offshore basins, adjoining the territorial waters of Sindh and Balochistan. The agreements cover approximately 54,600 square kilometers of Pakistan&rsquo;s offshore area. Federal Minister for Petroleum Ali Pervaiz Malik witnessed the signing ceremony. Two offshore blocks awarded under the same bid round, Offshore Deep-C and Offshore Deep-F, had earlier been executed on December 2, 2025, with Mari Energies Limited, Turkish Petroleum Overseas Company, and Fatima Petroleum Company Limited during a ceremony held at the Prime Minister&rsquo;s Office.&nbsp; The statement said that with the signing of the remaining 21 agreements, the contractual framework for the entire 2025 portfolio is now complete. Mari Energies Limited emerged as the most active participant in the 23 offshore blocks, serving as operator on 18 blocks and as a joint venture partner on five blocks with other exploration and production companies. Oil and Gas Development Company Limited and Pakistan Petroleum Limited have each been awarded eight exploration blocks, including two blocks as operators. Prime Global Energies Limited has been awarded one block as operator. United Energy Pakistan Limited and Orient Petroleum Incorporation, alongside other joint venture partners, also participated in the signing ceremony. Collectively, the awarded blocks represent an investment of approximately $82 million during Phase I of the initial three-year license period. Total investment is projected to increase to approximately $1 billion if exploration activities progress to Phase II drilling operations. Phase I activities will involve extensive geological and geophysical studies, including seismic data acquisition, processing, and interpretation, aimed at better defining the hydrocarbon potential of Pakistan&rsquo;s offshore basins. Subject to encouraging results, Phase II will involve the drilling of exploratory wells in prospective offshore areas. The Petroleum Division intends to engage leading international oil companies in the next phase of offshore exploration, with several global energy firms already evaluating available offshore data, the statement said.&nbsp;

ISLAMABAD: The European Investment Bank&rsquo;s international development arm, EIB Global, on Wednesday committed &euro;160 million to help Pakistan rebuild homes in Sindh and to improve water quality in Karachi. The pledge, which marks a return of the bank&rsquo;s financing to the country after a decade, was announced at the conclusion of the two-day European Union&ndash;Pakistan business forum in Islamabad. During a European Union&ndash;Pakistan business forum in Islamabad, EIB committed that it would provide a &euro;100 million loan to the government for the housing initiative in Sindh, where the world&rsquo;s largest ongoing reconstruction program aims to rebuild around 2.1 million rural homes damaged by devastating floods in 2022, a press release issued by the bank said. The bank would also lend &euro;60 million to the government for the Karachi Water and Sewerage Corporation to build &ldquo;two energy-efficient filtration plants in the towns of Gharo and Pipri&rdquo; to the east of the city.&nbsp; As a result, Karachi, the provincial capital, would be supplied with about &ldquo;300 million liters of clean drinking water per day, enough to meet the needs of 2.2 million residents.&rdquo; According to the EIB Vice-President Nicola Beer, the loan would help strengthen climate resilience, improve access to safe drinking water, and support inclusive, sustainable development, particularly for the most vulnerable people. &ldquo;This also marks an important step as the EIB resumes financing in Pakistan after a decade, reaffirming our commitment to support climate resilience and inclusive recovery,&rdquo; Beer said, according to the press release.&nbsp; EU Ambassador to Pakistan Raimundas Karoblis said that the re-engagement of EIB in Pakistan is critical for the country to &ldquo;benefit fully from the opportunities deriving from the EU&rsquo;s Global Gateway strategy.&rdquo; &ldquo;We are confident that, in the course of the next few years, much more de-risked investments will be agreed between the EIB and Pakistan,&rdquo; Karoblis said. &nbsp;&nbsp; According to the press release, the housing reconstruction program in Sindh is also supported by the World Bank, the Asian Development Bank, the Islamic Development Bank, and the provincial government.&nbsp;

LAHORE: The Securities and Exchange Commission of Pakistan has said that media reports have &ldquo;inaccurately interpreted&rdquo; the data on the exit of foreign companies from Pakistan, clarifying that 79 new foreign companies were registered, whereas &ldquo;only 19 foreign companies have ceased operations in Pakistan during 2022 to 2025.&rdquo; For months, headlines have painted a grim narrative: that foreign companies were leaving Pakistan, investment was drying up, and confidence in the country&rsquo;s markets was collapsing.&nbsp; However, the reality, according to the country&rsquo;s top corporate regulator, was far more nuanced and optimistic. The SECP stepped in to correct misconceptions, clarifying that the oft-cited numbers in the media were misleading.&nbsp; In a statement issued earlier this week, the regulator said: &ldquo;Only 19 foreign companies have ceased operations in Pakistan during 2022 to 2025, whereas 79 new foreign companies were registered during the same period.&rdquo; The SECP also highlighted a common source of confusion: &ldquo;The figure of 125 ceased foreign companies, cited in some media reports, represents the cumulative total of companies that ceased operations since 1977 to date. This does not reflect the number of companies that exited in the last three years.&rdquo; As of February, 1,157 foreign companies remained registered and operational in Pakistan, a figure that underscored the continued investor confidence in the country&rsquo;s regulatory and business environment. The inflow of foreign capital was not limited to a single sector.&nbsp; In energy, giants such as Saudi Aramco, Wafi Energy, Gunvor Group, Turkish Petroleum, and SOCAR expanded their presence, while UAE-based DP World entered a joint venture with the National Logistics Corporation, reinforcing Pakistan&rsquo;s logistics and supply chain infrastructure. Technology and digital services also saw significant activity.&nbsp; Global firms such as Google, Samsung, IceWarp, and Russoft Synercon were expanding operations, and local companies such as Woot Tech received substantial foreign investment. In a notable deal, Bazaar Technologies acquired Wemsol, and Saudi Arabia&rsquo;s Waqub Data Company took an 80% stake in Woot Tech. The telecommunications sector has been witnessing consolidation, with PTCL acquiring Telenor Pakistan. In the pharmaceuticals sector, Pfizer transferred its Karachi manufacturing plant to Lucky Core Industries to ensure production continuity, and Sanofi sold its majority stake to a local investor consortium, renaming the company Hoechst Pakistan Limited. Agriculture, mining, and even emerging sectors such as electric vehicles also drew attention.&nbsp; Italy&rsquo;s Euricom S.p.A. acquired a 50% stake in Fatima Euricom Rice Mills, while mining and minerals companies, including Barrick Gold, Strategic Metals US, and Nova Minerals US, continued their investment. Electric vehicle companies like BYD, Chery Automobile, and NWTN Motors were also exploring Pakistan&rsquo;s market potential. Foreign investors already in the country are doubling down. The SECP noted: &ldquo;Mashreq Bank has launched and is expanding Pakistan&rsquo;s first digital bank. Kuwait-backed Raqami Digital Bank plans to invest $100 million. Nestl&eacute; is investing an additional $60 million, and the Engro Jazz consortium is committing more than $550 million toward digital infrastructure expansion.&rdquo; The China-Pakistan Economic Corridor (CPEC) Phase II also accelerated industrial cooperation.&nbsp; To date, 24 business-to-business agreements worth $1.5 billion and memoranda of understanding totaling more than $7 billion have been signed, spanning agriculture, renewable energy, information technology, minerals, and industrial relocation. The SECP&rsquo;s data painted a clear picture: Pakistan was not witnessing an exodus of foreign companies.&nbsp; Even in January alone, foreign investors invested in 82 local companies from diverse countries, including China, the US, the UK, Germany, South Korea, Australia, and more. The narrative of panic is misleading. Companies have continued to enter the market, existing investors have continued to expand their commitments, and foreign capital has continued to flow. As the SECP concluded: &ldquo;Foreign investment is continuing, partnerships are expanding, and Pakistan&rsquo;s regulatory environment continues to inspire confidence among international investors.&rdquo; In an environment where fear often dominates headlines, the numbers tell a different story. Pakistan is not just holding steady; it is growing, attracting strategic investments, and positioning itself as an increasingly attractive destination for foreign capital.

He invited ASEAN businesses to invest in Special Economic Zones under CPEC, citing improved macroeconomic indicators and a more investment-friendly climate.&nbsp;Pakistan&rsquo;s new Trade Dispute Resolution Commission, the first of its kind, was also introduced to help international companies resolve issues more efficiently.&nbsp;The Malaysian envoy offered opportunities for Pakistani firms in Malaysia&rsquo;s chip-making sector, while other ambassadors noted ongoing ASEAN investments in Pakistan&rsquo;s construction and energy sectors.&nbsp;All envoys welcomed Pakistan&rsquo;s outreach and agreed on the need to accelerate cooperation through trade, tourism, skills exchanges, and supply-chain integration.&nbsp;Pakistan, a Sectoral Dialogue Partner of ASEAN since 1993, is actively seeking Full Dialogue Partner status, despite a current moratorium.
