ISLAMABAD: Public anger is growing in India’s Assam state over reported failures in flood preparedness after rapidly rising waters left communities struggling for help, with residents and opposition leaders questioning whether authorities provided adequate warnings and emergency support before the disaster struck.

Families in flood-hit areas faced sudden displacement as rising waters cut off communities and complicated rescue efforts. Field reports from Upper Assam cited by The Assam Tribune described difficulties reaching isolated areas after floodwaters disrupted access, with emergency teams facing challenges in delivering assistance to affected residents.

Concerns over early warnings have become a central issue in the criticism of the response. According to a Sivasagar District Commissioner briefing, local administrations did not receive advance weather or heavy rainfall warnings from the India Meteorological Department before the July 19 flash floods.

Disaster Management Cell minutes reported by The Assam Tribune said officials had only a short response window before the Dikhow River crossed danger levels and breached previous flood records.

The flooding has also intensified political criticism over long-term disaster management and funding. According to The Assam Tribune, a local lawmaker criticized the government’s preparedness and questioned disaster spending, including Assam’s request for 8.4 billion Indian rupees ($879 million) from India’s National Disaster Response Fund.

Opposition lawmakers demanded discussions over the government’s handling of the crisis, according to The Assam Tribune.

Government authorities said rescue and relief operations were continuing. The National Disaster Response Force and State Disaster Response Force deployment logs reported evacuations, boat rescues and the delivery of medical supplies to communities affected by floodwaters.

Indian Prime Minister Narendra Modi met Members of Parliament from Assam on July 28 to discuss the situation, according to the Indian Press Information Bureau. Modi said the central government was working with Assam authorities to assist affected residents.

The scale of the flooding has affected hundreds of thousands of people across Assam. The Assam State Disaster Management Authority daily situation bulletins reported that more than 720,000 people were affected across the state.

The Assam Revenue and Disaster Management Department and ASDMA provisional figures recorded at least 47 deaths linked to heavy rainfall and flooding. The Directorate of Agriculture, Government of Assam, reported that about 25,000 hectares of standing crops were submerged.

Assam, in northeastern India near Bangladesh and Bhutan, lies in the Brahmaputra river basin, where intense monsoon rains regularly cause rivers to overflow. The region’s geography and dependence on river systems leave communities repeatedly exposed to flooding, keeping disaster preparedness a recurring challenge for authorities.
