This development indicates that New Delhi can no longer take for granted its uncontested control over the waters that separate the two nations. The submarine, equipped with air-independent propulsion, operates more quietly and at greater depth than Pakistan&#39;s existing fleet, according to the South China Morning Post. This technology matters because it makes detection harder.&nbsp; India&#39;s surveillance infrastructure, while extensive, relies partly on acoustic detection and surface monitoring. A submarine that remains underwater longer and generates less noise increases the operational burden on Indian naval patrols. Pakistan&#39;s current fleet numbers five attack submarines, compared with India&#39;s approximately 19, according to the SCMP. By numbers alone, India dominates. But raw submarine counts miss the point. Pakistan is acquiring eight new vessels, half of which will be built domestically with Chinese technology transfer, according to Radio Pakistan. This means Pakistan&#39;s fleet will effectively double within a decade. India cannot easily match this expansion rate without substantially increasing naval budgets. The deeper problem for India is geography and China&#39;s role. Pakistan lacks friendly ports east of India and has no logistical infrastructure to sustain operations far from home, the SCMP noted. That might be today&#39;s reality. But China permanently stations eight warships in the Indian Ocean and maintains port access at Gwadar in Pakistan and Hambantota in Sri Lanka, according to the SCMP. Over time, these bases become refueling stops and resupply points for Pakistani submarines. What seems logistically impossible now becomes feasible within five to ten years as the infrastructure matures, notes SCMP. For India, this creates a persistent surveillance and deterrence problem. Every merchant vessel transiting the Bay of Bengal, every naval task force, now operates with the possibility of Pakistani submarines in the water. India must dedicate more resources (destroyer escorts, anti-submarine aircraft, coastal patrol vessels) to mitigate this threat. The Hangor forces India to work harder and spend more to maintain the same level of control it previously took for granted. The historical dimension is also stark. Pakistan&#39;s last submarine in the Bay of Bengal sank the Indian frigate INS Khukri in 1971, according to the SCMP. That single incident shaped Indian naval doctrine for 50 years. Pakistan&#39;s absence from those waters became a fact so routine that Indian planners treated the eastern waters as a sanctuary. The Hangor signals that the assumption no longer holds. For India, it means the strategic environment has changed, and New Delhi will need to recalibrate its naval strategy and spending accordingly.

ISLAMABAD: Pakistan&rsquo;s Minister for Information and Broadcasting, Attaullah Tarar, stated on Tuesday that the Indus Waters Treaty cannot be amended, revoked, suspended, or set aside unilaterally. He emphasized that any changes to the treaty must be made through mutual consensus, as it was originally established. While speaking at an international seminar on the Indus Waters Treaty in Islamabad, the minister said the conference was &ldquo;not merely discussing a treaty&rdquo;; rather, it was about the lifeline of more than 240 million people in Pakistan. It said a similar protest was delivered through Pakistan&rsquo;s ambassador in Kabul.&nbsp; Following the attack, Pakistani security forces carried out &quot;clearance operations&quot; and conducted retaliatory operations, according to the military.

MOSCOW: Russia shot down 419 Ukrainian drones across the country overnight, the defence ministry said Tuesday. Kyiv has stepped up its long-range drone strike campaign against Russia in recent months, particularly against energy infrastructure to target a vital source of the Kremlin&#39;s revenue to fund its war effort, now in its fifth year. Air defence systems &quot;intercepted and destroyed 419 Ukrainian fixed-wing unmanned aerial vehicles&quot; around the country, the defence ministry posted on the state-run Max platform. It did not say if there were any deaths or injuries. Moscow&#39;s Mayor Sergey Sobyanin said earlier that air defence forces had shot down 50 &quot;enemy drones&quot; overnight headed for the capital. The swarm came days after Russia shot down 660 Ukrainian drones between Thursday and Friday, one of the highest figures since the start of the conflict. A Ukrainian attack also caused a fire last week at a refinery in the southeast of Moscow.

PESHAWAR: A severe heatwave has gripped Pakistan&#39;s northwestern Khyber Pakhtunkhwa province, with the heat index reaching 51 degrees Celsius in Dera Ismail Khan on Monday. Daytime temperatures are expected to remain between 43 C and 45 C across the province&#39;s central plains, including Peshawar, in the coming days. The Pakistan Meteorological Department (PMD) said hot and dry conditions are expected to persist over the next few days before easing with the arrival of monsoon rains later this week. Senior meteorologist Mushtaq Ali Shah said the heatwave is being driven by a high-pressure system in the upper atmosphere. &ldquo;High-pressure systems trap hot, dry air over the region and prevent cooler air from entering,&rdquo; Shah told Pakistan TV Digital. &ldquo;The descending air compresses and raises surface temperatures, resulting in prolonged heatwave conditions.&rdquo; Southern districts, including Dera Ismail Khan, Lakki Marwat and Karak, are also expected to record temperatures around 44 C. The Provincial Disaster Management Authority (PDMA) warned that the prevailing conditions increase the risk of heatstroke and dehydration. PDMA spokesperson Anwar Shehzad urged people to avoid unnecessary outdoor activities between 11 a.m. and 4 p.m., stay hydrated and take precautions against heat-related illnesses. The authority has directed district administrations to establish heatstroke centers and mobile cooling stations in busy public areas, including markets and major roads. The ongoing heatwave comes days after the PDMA issued a Glacial Lake Outburst Flood advisory for northern districts, warning that rising temperatures could accelerate glacial melting, increase river flows and raise the risk of flooding. KP has experienced several extreme weather events in recent months. Heavy rains in March triggered flooding that caused casualties and damaged infrastructure, while rain and snowfall in November 2025 blocked roads and isolated several northern communities. According to the Environmental Protection Agency, Khyber Pakhtunkhwa is particularly vulnerable to climate-related hazards because of its diverse terrain, ranging from glaciers in the north to arid regions in the south. It regularly experiences floods, droughts, heatwaves and glacial lake outburst floods.

ISLAMABAD: Pakistan on Monday warned the United Nations that the humanitarian impact of the Ukraine conflict had become widespread and catastrophic, cautioning that the risks of miscalculation and escalation were growing more pronounced and frequent. Addressing an emergency meeting of the UN Security Council convened by Belarus on the alleged Ukrainian drone attacks on civilians, Pakistan&#39;s Deputy Permanent Representative to the United Nations, Ambassador Usman Jadoon, highlighted the dangers posed by the continued use of armed drones and the humanitarian challenges associated with the technology. Reaffirming Pakistan&#39;s position, Jadoon urged all parties to strictly adhere to the principles of international humanitarian law without exception, saying the conflict could only be ended through diplomacy and dialogue. &quot;We, therefore, underscore the imperative for an immediate and complete cessation of hostilities and urge all sides to earnestly recommit to the path of dialogue,&quot; he said. LOS ANGELES: The San Francisco archdiocese announced a $395 million settlement on Monday with more than 500 people who say clergy in the California jurisdiction sexually abused them, in many cases as minors. Many of the cases go back decades and the statute of limitations had expired, but California passed a law giving complainants an extra three-year window from early 2020 to the end of 2022 to seek charges. The settlement must still be approved by an association of abuse victims and a judge. The archdiocese also agreed to devise a 14-point reform plan designed in part to protect children from sexual abuse by clergy. The settlement marked the latest case of the Catholic Church making amends around the world in recent decades for sexual abuse of minors by its clergy. Under the deal announced Monday, the archdiocese in the northern California city will be required to turn over internal church records to an independent consultant for a report on abuses that were committed. It will be published on the archdiocese website, said Jeff Anderson, a lawyer for many of the plaintiffs. &quot;We believe this proposal provides a path toward fair compensation for survivors who have borne the weight of this abuse for a lifetime,&quot; Salvatore Cordileone, the archbishop of San Francisco, said in a statement. &quot;We accept full responsibility for what happened, and I sincerely apologize to all those who have been harmed,&quot; he added.
